The USEI (United States ESP Investigation Department) is an United States government run organization studying and using espers. Andy Hinomiya is their only undercover operative in P.A.N.D.R.A. USEI was originally founded by Eiji Saotome who was the Captain in charge of the ESP Unit Hyoubu Kyousuke was a part of as a child.
